when the obama administration says they're willing to go off the cliff if a deal is not reached on rates? >> i don't think it's a bluff. if you look at the reality of what happens, all the leverage which i -- right now clearly the white house has. they get more leverage if we go over their cliff. you can argue that would not send a good message to the country, to the world. it would prove that we are dysfunctional and cannot govern, et cetera, et cetera. in terms of dealing with the policy problem, which is you have this massive and growing debt, you have to bring in more revenues. there's multiple ways to do it, but critical ways to raise rates on the top end. it was what the election was about. republicans want to play the game where they think they get something. at the end of the day they lose worse if we go over the cliff. >> that's an interesting insight because you have alan simpson on the "today" show asked dp one side is a winner or loser off the cliff. here's what he had to say, chris. >> when you have leaders from the administration saying i think it's to the advantag

cliff negotiations in washington are still up in the air. most lawmakers have gone home for a long weekend. this, as treasury secretary timothy geithner says the obama administration is willing to go over the fiscal cliff. nbc's tracie potts joins us live from washington with app update on all of this. tracie, good morning to you. >> reporter: lynn, not quite empty. a lot of lawmakers on a long weekend break. take a look at some of the frustrated constituents they'll face. a protest in baltimore over social security, not the check but the jobs. the people who work in the offices who fear there could be super long lines for taxpayers if, in fact, their jobs are cut in all of this. so where do we stand today? there's a hearing today on capitol hill. the joint economic committee hearing on what can be done for the fiscal cliff. treasury secretary timothy geithner says the administration is willing to go over the cliff, let taxes go up, let these taxes happen if republicans press the idea of no tax increases for the wealthy. the latest we've learned, president obama and house speaker j

of continuing tax breaks for the wealthy, the obama administration is willing to go over this cliff which means they're willing to let your taxes go up and unemployment checks go away massive spending cuts happen if the pentagon instead of continuing the tax breaks for the wealthy. now there's been very little progress here on chiapitol hill which is why so many have gone home. we know that president obama and john boehner spoke by phone. republican sources telling us they had a conversation yesterday. we don't have a readout on what that was about. we don't know that if any meetings have been scheduled. but any small sign of progress is welcome here on capitol hill. now with so many lawmakers headed home and likely to face the ire of their constituents, we saw one protester in baltimore yesterday over social security. there are a few left. today there's a joint economic committee hearing. they're going to hear from a top economist not only about the jobs numbers coming out tomorrow but also about what can be done to avoid this issue at the end of the year. >> tracie potts for us in washington.

thought on that. i want to show you president obama is taking his fifth fiscal cliff plan on the road today if you will and there is a shot of him in pennsylvania. the president is speaking there. this comes fresh after republicans rejected his offer. >> yeah. that's right, scott. the president just got a tour of this toy factory in pennsylvania within the past couple minutes and now is speaking. we're told what he is going to say in this speech is that he wants a deal which raises taxes on the wealthy and he'll specifically say he wants a deal that raises tax rates on the wealthy not just limits deductions and other things. interestingly, scott, on the air force flight over there a white house spokesman briefed reporters and told them he was surprised republicans were so surprised about the details of the president's offer yesterday because the president talked about so much of this stuff early on. i can tell you that offer went over like a lead balloon here on capitol hill. republican members of congress were not thrilled with $1.6 trillion in new taxes and $50 billion in new stimul
